Mr. President, I do not believe there is anyone in this Chamber who does not understand the devastating impact of Sandy on the Northeast and the pain and the suffering that has come from that. I do not think there is anyone in this Chamber who does not understand this is an emergency supplemental appropriation that is needed now to address this pain and suffering and help rebuild and help provide the relief necessary to these people and businesses and others in the Northeast. We want to do that. But the bill before us presented by the Democrats--the bill offered by the other side throws out $60-plus billion to address not just immediate needs but also future needs for future storms and even unrelated issues not related to Sandy. The Coats alternative, which I hope to gain support for, documents what is needed, takes that documentation, provided by FEMA, SBA, all the agencies involved, and more than generously compensates for what is needed between now and the end of March.
