Mr. President, I now call up my amendment No. 1517, which is at the desk. The PRESIDING OFFICER. The clerk will report. The legislative clerk read as follows: The Senator from Indiana [Mr. Coats] for himself and Mr. Lugar, proposes an amendment numbered 1517. The amendment is as follows: (Purpose: To modify the apportionment formula to ensure that the percentage of apportioned funds received by a State is the same as the percentage of total gas taxes paid by the State) In section 11005(a), in the amendment to section 104(c)(1) of title 23, United States Code, strike ``carry out section 134 shall be determined as follows'' and all that follows through subparagraph (B) and insert the following: ``carry out section 134 shall be a percentage of the total amount available for apportionment to all States that is equal to the proportion that-- ``(A) the amount of gas taxes paid by the State for a fiscal year; bears to ``(B) the aggregate amount of gas taxes paid by all States for the fiscal year.
