I will be brief. I know my colleagues probably have travel plans. But this is something we had earnestly hoped that by six of us supporting the motion to proceed, we would have the opportunity to offer an amendment, debate that amendment, and have our colleagues vote on that amendment. For the majority leader to simply say--and I quote him: I have looked at these amendments that Republicans have offered, and none of them are reasonable. Isn't that something this body is supposed to achieve by something called a vote? Do we have one person here who runs the place and says: I will decide whether your amendment is not reasonable. And if I decide your amendment is reasonable, along with all the other 23, then we won't have any vote or debate or the ability to offer any amendment whatsoever. I thought the way we settle things here as to whether this body thought something was reasonable or helpful or might correct some of the inequities which have been talked about here was decided by a vote of 100 Senators. But it has been decided by the decision of one Senator who has the power to do what he is doing. But this just perpetuates. The majority leader said he has been waiting since Monday for Republicans to offer a pay-for. I was down here Tuesday offering four options to pay for.…
