there has been significant, considerable debate on this issue over the past several days, and then several days before that before the Easter recess. Many of the arguments have been made, discussions have been had, and debate has been engaged in regarding the merits and demerits of NATO expansion. I think it is important to put a little bit of historical perspective to this and then I would also like to bring a little bit of perspective as a member of the Senate Armed Services Committee, because, after all, NATO is a military alliance. It is designed for military purposes primarily. And it is important that we look at the military capacity and capability of the three nations that are being discussed as potential members of NATO. So I would like to bring that portion of the discussion to the debate so that Members are aware of some of the facts and considerations relative to that portion of the NATO debate. First, the historical perspective.
