Well, it has happened to us, and I spent tortuous hours trying to sign up on the DC exchange. We all have to go through this as Members. People don't understand this back home. They think we are exempt. We are not. I went through this tortuous process for two hours because of all kinds of technical problems. I hit the confirm button. Error--not enrolled. I had to do it all over again. The second time I got a confirmation. I told my staff to print it--you are enrolled in the DC exchange; you are part of ObamaCare now. I got the piece of paper, my secretary goes down to the disbursing office to confirm it, and they say: Senator Coats is not enrolled. How about this piece of paper? They say: Well, I know it says you are, but maybe there is a technical difficulty. Does that ring a bell for anybody? And there are horror stories I have heard from people who have tried not just 2 times or 10 times but 21 times.
