I have in front of me two examples. In August 1996, 4 months after the new rules went into effect, passed by this Congress, the Brooklyn Legal Services Corp stopped the eviction of a woman, even though they found 54 vials of crack cocaine and drug packaging in her apartment during a raid. So they were violating the rules 4 months after we passed them. Also in 1996, I could give you several examples where after these rules were put into effect the Legal Services Corporation violated the rules passed by this Congress.
