when we cut 200 jobs out of 8,000, that is one-quarter of 1 percent, and you keep saying you are going to hand the checks to the Rotary Club to give that money away, that is a ludicrous thing to say. The fact of the matter is that 200 people out of 8,000 is nothing. That bureaucracy is top-heavy over there. We need to cut it to the bone.
