Mr. Fox is a defense security analyst at the Department of Defense; and in October of 1997, he was asked to write a national security assessment about Communist China and about the agreement for cooperation in the peaceful uses of atomic energy between China and the United States. Now, Mr. Fox was told that he had to have this national security assessment done by October 25, 1997, because the administration wanted to have everything ready before the state visit of Chinese President Jiang Zemin. The day after Mr. Fox submitted his memo, he was called by a man who was one of his superiors named Michael Jackson. He said, okay, how bad is it, about his memo, meaning the reaction to his candid memo? And Mr. Jackson answered, you will be lucky if you still have a job by the end of the day. Fox indicated he did not think Johnson was joking. Johnson told him people were upset by the memo and it had to be revised and say that the agreement was not a threat to national security.
