this is a practical compromise that we have worked out. The bill calls for mandated paid work. Both the business community and the labor community have indicated they believe paid work in this kind of situation is helpful. There are those who question that. So this amendment has been worked out between Senator Thurmond and some of the Republican Senators, and Senator Kennedy and myself, and our staffs. It encourages that we have paid, high-quality work and it gives it priority, but it does not mandate that. It is a practical compromise that I think makes sense and it is acceptable on this side of the aisle.
