I heard Senator Brown the other day say if this does not pass, then we will, before the decade is out as the situation gets more extreme, pass a more extreme constitutional amendment. I think that is the reality. As my colleague from Utah knows, I resisted attempts to put some language in here that is frankly much tougher than this. I think this is constitutional in nature. I think it will do the job. But I think it is designed in such a way that it will help the country and not harm the country.
