I was pleased to join Senator Pell in cosponsoring this to try to give ACDA, frankly, some new life. The Arms Control and Disarmament Agency has been a weak sister. Let us face it. And with rare exception it just has not had any kind of muscle. The idea of the Arms Control and Disarmament Agency was that here would be an entity that could come in, and whether it was a question of proliferation, whether it was a question of conventional arms, whatever it would be, there would be an entity that could question whether it makes sense to increase arms sales or grants to any area of the world or to any country. The difficulty in this area of arms sales and grants is that those who manufacture, understandably, are interested in getting their products out wherever they can, and sometimes that is not in the interest either of the United States or of the country or countries involved.
