I am not saying we are automatically going to be opposed to any amendment, but when you talk about the Constitution of the United States we have to be extremely careful. I can say, on the matter of estimates, there is no way to my knowledge of dealing with this problem without giving Congress the ability to make some estimates. But you have to lock it in in some way so they do not play games, as we have played games here. That is why the three-fifths majority is there. In other respects we will take a look at amendments. I have to say my predisposition is to reject amendments unless they are very, very carefully drawn because we are dealing with the Constitution.
