I want to pay tribute to Senator Thurmond, who has been a pioneer in fighting for this. I believe Senator Thurmond told me he has been fighting for this for 35 years, but it has been a long time. I am proud to be associated with him in this battle. When I came to the Senate, I confess that I thought, well, maybe I am going to be fighting with Strom Thurmond on all kinds of issues. We are on two committees together. We differ on some things, but it has been a good relationship, and I have great respect for my colleague from South Carolina.
