First of all, it wasn't part of welfare reform. Welfare reform had a 1-year transitional for Medicaid. It wasn't part of that, which is a point you made. Second is, SCHIP was so successful, while the rest of the population actually had an increase in uninsured, the only group in America for the last 7 years that had actually a decrease in the uninsured was children until last year. This is a product of answering the shortcomings between Medicaid and private insurance.
