I ask you to look around, consider the weight of history all of us in this Chamber bear.

I believe the need is clear--just look at the normal investigative techniques used every day in this country by not only independent counsel...

I believe any Member of Congress should rush to judgment.

I ask those who are open to a second thought to rethink this issue.
