It is my honor and privilege to yield 5 minutes to the gentleman from Texas (Mr. Smith), the very effective and helpful chairman of the Science, Space, and Technology Committee, and also cosponsor of this legislation.

However, the Fed has implemented some controversial policies that I am concerned may have some unintended consequences that, in fact, could increase systemic risk.

First, I would like to thank my friend, the ranking member, Maxine Waters, for her kind words. Mr. Speaker, I yield 5 minutes to the gentlewoman from Kansas (Ms. Jenkins), sponsor of the House companion legislation.

I know we are in agreement on the need to prevent bailouts of our Nation's financial institutions from ever happening again.
