So I was at a birthday party for some young kids not too long ago, and everybody is playing the normal games that all little kids play. But there is one kid--and this is typical at every kid's birthday party--that sees the cake and starts scraping the icing off the cake, and he leaves the grubby mess for everybody else. That's exactly what this bill does. According to the CBO, an entity that everybody pauses and recognizes as authoritative, the CBO says, yeah, you may get a short-term sugar buzz off this. But in 2013, because of the passage of this bill, you're going to have negative growth. From 2013 to 2019, what we're basically going to be foisting on this economy is that grubby, nasty birthday cake without any of the icing. We can do much better than this. I think the President expects us to do much better than this. And I urge a ``no'' vote.
