Yes. I would like to say, first of all, that I very much appreciate the judgment of the Senator from Pennsylvania that the bill will be enacted, and that I propose to amend it such that it takes effect upon enactment as against the day it is actually passed, which is the precedent. But with that agreement, that it will be enacted.
