just 2 days ago, the Washington Times carried a fine article by our former colleague, Rudy Boschwitz, and Robert Paarlberg, who is a professor of political science at Wellesley College, entitled ``China Trade Boosts Farmers,'' subtitled, ``Senate should back PNTR.'' Farm state legislators should be particularly sensitive to the fact that China's joining the WTO will be a pre-emptive strike benefiting American farmers. Membership in the WTO will preclude China from later raising trade barriers on agricultural products. It is a very thoughtful, factual, and persuasive article.
