I thank the two leaders for their support and welcome them to an effort that began in the 103rd Congress with the adoption of P.L. 103-236, establishing the Commission on Protecting and Reducing Government Secrecy. This bi-partisan commission, which I had the privilege of chairing, and on which Senator Helms played an important role, issued its unanimous report last March. The Commission found that the current system neither protects nor releases national security information particularly well.
