It is inconceivable how such a top-tier, fully authorized flood protection project, 65 percent complete, and an active Federal construction, a 3-to-1 benefit-cost ratio, it is not just a Democratic project in Chicago, this is bipartisan support and people who are getting flooded really do not care at that point what party they are.
