Mr. Chairman, we were quoting Dickens before. There is a line in Shakespeare. I will let somebody else fill in the rest of the lines. ``It is a tale . . . full of sound and fury, signifying nothing.'' We are the first generation to feel the effects of climate change. We are the last generation that can do anything about it. Mr. Chairman, I oppose this amendment and encourage my colleagues to do the same, and I yield back the balance of my time. The Acting CHAIR.
