Madam Chairwoman, I am prepared to close. Madam Chairwoman, research conducted in my home city of Chicago showed that homeless individuals living with HIV had significantly improved health outcomes and transmission risk when provided with HOPWA assistance, and substantial cost savings were achieved by reducing healthcare costs for this population. For people with HIV, housing is healthcare. That stability is healthcare. It means the difference often between life and death. I urge my colleagues to vote ``no'', and I yield back the balance of my time.
