None of the funds made available by this Act may be used to implement or enforce the final rule titled ``Control of Air Pollution From New Motor Vehicles: Heavy- Duty Engine and Vehicle Standards'' published in the Federal Register by the Environmental Protection Agency on January 24, 2023 (88 Fed.
