I just would hope that maybe we could give you one overarching authority saying notwithstanding any other of the directions we have given you, you have overarching authority to waive the requirements of Congress so that the program can be run without cost to the taxpayer.

I would say you could expect some further definition from this committee on that point, that we need to move forward on this point to make sure there is no net burden on the soldier and sailor when they come out of the Service.
