Mr. President, I rise to speak on amendment No. 273. It stands for the principle that freedom on the Internet is not the freedom to enslave others. I want to make sure this country stands for the principles under the 13th Amendment that we enshrined with Lincoln's victory in the Civil War, and I urge all Members to adopt this amendment by a strong, substantial vote to pass the SAVE Act to make sure that providers of human traffic services do not have freedom to advertise on the Internet.
