If we don't pass this legislation, we will have fewer doctors and fewer examining rooms open in community health centers. Ironically, because we did not provide this liability protection for community health centers, we don't have any issue of malpractice because there was no practice of medicine whatsoever in that setting which I think defies common sense. A greater access to care and expanded capabilities for community health centers ought to be what this Congress is about.
