as we begin the work of this Congress, we should follow several key principles. Our first principle, which should be the main work of this House, should be focused on key major issues before the country; the second principle is that we should be effective and enact solutions for the American people; and the third is that we should use this debate to build consensus to deploy bipartisan action on behalf of our country. One commentator looking at the record of the current Congress said that we are packing two days of debate into a four-day workweek. When you look at the record of this Congress so far, you can see that we have taken action on 13 bills to name a Federal building or post office or to build a road, we have enacted five bills to extend preexisting laws that were already on the books or passed last year, and we have passed eight bills cosponsored by a large number of Republicans or passed entirely without opposition. It is not an impressive record of work so far.
