Floyd Spence was a remarkable individual. He was remarkable for his accomplishments: The fact that he was a steady voice for the national security of this country; the fact that he led the Committee on Armed Services with such great distinction. He was a statesman in the truest sense of the word. In a way it is not so much all of the things that he did, but his demeanor, the way that he carried himself throughout his efforts that really I think inspires many Members to come to the floor this evening to make commentary on Floyd. He came to the chairmanship of the Committee on Armed Services at a time when the majority took over the House, and in a way, the majority was very fortunate to have a leader like him because he was steadfast in his principles, yet he was not personally very polarizing; and as a consequence, he was able to sustain his positions very well and successfully. Frequently we hear the phrase, kind of a trite phrase, 'Courtesy is contagious,' but with regard to Floyd Spence, it really was. He was a very kind man.
