If we have the 5,100-some units and all the people that have been living in those units don't return, then there will be a time that they can open up the section 8 housing and have people off the waiting list who qualify. If they still qualify, if they come back. But what this bill is doing is a one-on-one replacement, and that is what it says in this bill, is to replace the one-on-one replacement for those units that we were talking about, whether it is 5,000 or it is 7,000.
