Mr. Chairman, as on original cosponsor of H.R. 766, the Nanotechnology Research and Development Act, I rise today to express my strong support for this bill. I want to commend the gentleman from New York (Mr. Boehlert), the chairman of the Committee on Science; and my committee colleague, the gentleman from California (Mr. Honda), for developing such a comprehensive and forward-looking piece of legislation. Unlike so many other complex scientific concepts, nanotechnology is actually something we all should be able to grasp. Most Americans learn in grade school and high school that atoms are the building blocks of nature. In the years since I was in school, incredible machines have allowed us even to see every one of those items. The challenge now is to develop the tools, the equipment and expertise to manipulate those atoms and build new materials and new machines one molecule at a time. This bill takes up that challenge, ensuring coordination and collaboration among the many Federal agencies engaged in nanotech research.
