Mr. Speaker, as we have touched upon this afternoon, James Madison was a man who strongly embodied and advanced the principles that our government represents: economic freedom, limited government, the rule of law, individual liberty, and personal responsibility. James Madison also was a man who believed in the greatness of the United States and hoped to see it always remain as a whole. In a note that was opened after his death in 1836, Madison wrote that, I quote, ``the advice nearest to my heart and deepest in my convictions is that the union of the States be cherished and perpetuated.'' At a time when we face unprecedented challenges to our electoral challenge, James Madison's words are something we should all heed. Before I close, let me thank Senator Sessions for introducing this fine bill. Let me also thank the gentleman from Maryland (Mr. Cummings) for his thoughts and the gentleman from Illinois (Mr. Burton), chairman of the Committee on Government Reform, and the gentleman from California (Mr. Waxman) for allowing this bill to move forward. Mr. Speaker, let me also thank the gentleman from Florida (Mr. Scarborough), chairman of the Subcommittee on Civil Service. Mr. Speaker, I encourage all Members to support this bill.
