the Budget Committee has jurisdiction not over the allocation for each function of Government, such as agriculture, defense, transportation, and so forth, but only over the overall spending amount. The Solomon budget would balance the budget by fiscal year 1999 solely by restraining spending, not by raising taxes. While I do not agree with the detail the gentleman from New York offers in support of his overall spending limit, I do agree with his balanced budget goal and that it is achievable through spending restraints, this spirit, and with this understanding, I support the Solomon budget substitute.
