It is an incredible device that saves lives, and that is what this legislation is a means to address. He went into sudden cardiac arrest, a condition where the victim's heart most commonly flutters in the chest, but does not provide the body with oxygenated blood. Within 10 minutes, there is nearly zero chance of saving a cardiac arrest victim's life. But Sean was lucky. A passing police officer from another district used the defibrillator in the trunk of his car to restore a normal heart beat for the young athlete.”
