Because we understood what would have happened. We successfully argued the debate that energy costs go up. If you price carbon, you raise the cost of electricity. If you price carbon, you raise the cost of manufacturing. If you price carbon, you raise the cost of gasoline. Now in this recessionary economy, do we want to do that?…”
