We ought to insist, before we go into any climate change agreement, that India and China sign on the dotted line verifiable that we know they're going to comply. You know what? I've talked to them. They're not going to do it. They are not going to do it. So why assume these costs? Why burden the American consumer? Why deplete our hotel and tourism industry by people not being able to get there, either through airlines who have failed or the ability to drive the long distances to get there.”
