Before I yield to my colleague from West Virginia, I would just like to mention that, when I mentioned the word ``RCRA,'' that is a municipal solid waste law. What we are doing is the same thing that we did to RCRA: Federal standards, State implementation by the State EPA. It is the same thing, and all we are doing is codifying that, which means putting these rules and regulations in statute, in law, so it can't be changed.
