Before I yield to my colleague from North Dakota, let me just respond in that, in the final rule, they didn't close the door to regulating coal ash as toxic. They can re-regulate. They can promulgate a new regulation and then call it toxic. So then you have the fly ash and the concrete in the school and the school has to get torn down because it has got fly ash in it? It makes no sense. So that is why we need to codify the science, which the EPA has twice, now three times, said coal ash is not toxic. I yield 2 minutes to the gentleman from North Dakota (Mr. Cramer). {time} 1630
