“I will just end in saying it is about these new emerging democracies. It is about our friends, the smallest countries and the new emerging democracies and the former captive nations. If anyone understands freedom and democracy, it is the governing officials of these Baltic countries who had fathers and grandparents enslaved in Siberia. They know what it is about to defend and fight for freedom. And you know what? They have chosen sides. And you know whose side they have chosen? They have chosen the United States. What this amendment does is just like capital formation. You show that there is no ability of return, you lose the investment. And this is a loss of investment for our friends.”
