“One of the important programs we have undertaken is providing help to emerging democracies, especially their parliaments. In January of this year, I traveled to Skopje, Macedonia, to confer with members of the Macedonian parliament concerning the intern program that we have established for them. This program was patterned after the one that we had established and operated for several years in the Ukraine. Under a subgrant from the National Democratic Institute, we chose a staffer from the Hill, and Matt has already identified him as John Hart, who worked in Macedonia selecting university students and recent graduates in that country, training them to provide research and drafting services for the members of parliament who lack such resources.”
