The only reason it is here now, I saw the Murtha amendment, it was coming to the floor, and I thought we could do it better. That is all. I am trying to improve someone else's amendment to make it fairer, to make it not too broad, and to give a standard. That is why we are here. That is not to say we will not deal with it in the Committee on the Judiciary, I am sure we will, but there may be no need to after it passes.
