Access to the courts is a legal element. Sometimes there is standing, sometimes there is not. I think that there is an issue here to be looked at. There is some law here, law of treaties, but I have no problem with the court adjudicating these, because I want the people who are going into court to be there under proper pleadings, not just inhibit the motion by the government. That does nothing. I do not want to invite fraud, which I think the gentleman's amendment does.
