I must oppose the amendment because I believe that we do need in this legislation to use the terrorism bill, the bill that we call now the death penalty bill, in order to finally get to the President's desk an effective death penalty provision; that is, a provision that will at long last finally provide that relief so that we do not have these seemingly endless appeals that death row inmates have. That is as equally important to the question of terrorists and terrorism and fighting terrorism as it is to the general populace for other types of crimes, in fact, may be even more important in this area.
