I just again revert to the language of the amendment offered by the gentleman from Missouri [Mr. Hancock]. It says, ``* * * shall implement or carry out a program or activity that has either the purpose,'' and I know the words that trouble the gentleman, ``or effect of encouraging or supporting homosexuality as a positive lifestyle alternative.'' I think that fits what the gentleman himself has said is not----
