Impeachment is a special punishment reserved for the President and other federal civil officers. The Founders set an incredibly high bar for impeachment: At the time of the Constitutional Convention, High Crimes and Misdemeanors
the gentleman from Illinois to the Committee on the Judiciary with the instruction that the committee immediately report back that resolution to the House with instructions that it contain our Democratic alternative.
I urge my colleagues to do this today, for the future of the country, for the future of the United States of America.
