I suggest it is a misreading of the Constitution, for any member here to assert that for a member to vote for an article of impeachment means that the member must be convinced that the President should be removed from office.

I believe it must be done fully beyond a doubt and without rancor or vengeance--complying with every woven thread of the Constitution.
The gentleman from New York concluded that the President has lied under oath, that he should be punished, but he should not be impeached.
