But, Mr. Chairman, the fact is, a hung jury, and the court says, can you reach a verdict? and the foreman says, Your Honor, we are hopelessly deadlocked. The judge does not keep the thing pending, he declares a mistrial, and the State's attorney can either bring the case again or go on to bigger and better things. But bring this thing to finality, to closure, instead of keeping the jury in the jury room indefinitely.
