I rise in support of the Water Resources Development Act, 1996, which I note passed unanimously with strong bipartisan support on the Committee on Transportation and Infrastructure. This legislation is essential if we want to improve our Nation's infrastructure by improving and protecting our communities from flood problems and improve water infrastructure. This bipartisan bill will create jobs, protect property, lives, and protect the environment. I do want to note that approximately one-fourth of the funding authorized in this bill is directly related to preserving and protecting the environment. First, this bill authorizes a much needed stormwater retention facility in the village of Frankfort. The village experiences constant flooding of the intersections of two strategic regional arterial highways following any significant rain. Construction of this water retention facility will greatly reduce the flow rate during heavy rainfall.
