I would like to offer a statement in support of the Defense Authorization Conference Report which includes a provision which is very important to a project in my district, the redevelopment of the Joliet Arsenal. First, I would like to thank all of my colleagues for the assistance they have offered on this project over the past five years, and again with this Conference Report. This Conference Report contains a provision which clarifies the original intent of Congress that Will County, Illinois be given 455 acres of federal land at no cost to Will County taxpayers to build a landfill to serve Will County residents and communities only. I gave this commitment back in 1996 when the original legislation was passed, and I am adhering to my commitment here today. I will briefly repeat some historical points regarding the Joliet Arsenal redevelopment. When first elected to Congress in 1994, I continued the good work Congressmen O'Brien, Davis and Sangmeister had initiated to return the 23,000 acres of Arsenal property back to the Will County residents.
