let me just briefly address my friend from Maryland's motion to instruct. He talks about our legislation as to whether or not it should be fiscally responsible. It is fiscally responsible. We use that surplus tax revenue and use that to bring fairness to the Tax Code. He says that we should delay implementation of the marriage tax relief, and I believe that would hurt those low-income and moderate-income and middle-income families that we want to help, so we do not want to delay that. So I am concerned about that idea. Then he also talks about those who do not suffer the marriage tax penalty, whether or not they should receive any relief. The chairman pointed out the stay-at-home moms, people like my sister, Pat, who took a few years out of the workforce to be home with her children, so she could be home with the kids before they were old enough to go to school. I admire people who do that, and we do not mind helping them.
